LAPS History
Ella and Jennie Devine were active citizens who realized that
Laredo needed to care for the hundreds of stay animals that roam
our streets, neglected and unwanted. They founded an
organization for the purpose of caring for animals in October 1951.
The Laredo Animal Protective Society's Devine Sisters Shelter for
Animals evolved from that first group of concerned residents.
The LAPS Animal Shelter is presently the only site that provides
care, control, and impoundment of stray, abandoned, or unwanted
domestic animals throughout Laredo, Webb County, and
surrounding communities.
